The NextGen Healthcare Summit – Special Event will highlight three Hoosiers that have dedicated their careers to bringing transparency and meaningful change to healthcare in Indiana. They have been outspoken advocates about the issues Hoosiers face when it comes to healthcare. They have presented the facts, advocated for change, and have led legislative efforts to create real change. As Hoosiers, we are fortunate to Donna, Gloria, and Michael advocating on our behalf, because they are some of the best in the nation at this work.

These conglomerates (The six biggest hospital systems in Indiana) are so lucrative that just last year, one of them made a nearly half-billion-dollar donation to Indiana University to mask its profits and still was more profitable than Walmart.

Hospital Prices
Indiana employers and their employees paid 292% of the prices hospitals charge Medicare for the same services, placing the state seventh highest in the country for total hospital prices (hospital inpatient, outpatient and physician payment). The result is a more expensive healthcare market than any of our neighboring states.

Authoring HB 1004
This session, I authored House Bill 1004 to lower patient and employer costs by increasing competition among insurers and hospitals, supporting independent physicians and incentivizing hospitals to lower prices.
Michael Hicks
Professor of Economics at Ball State University
Michael Hicks is the George and Frances Ball Distinguished Professor of Economics and Director of the Center for Business and Economic Research and at Ball State University. He has held faculty positions at the Air Force Institute of Technology, Marshall University and the University of Tennessee.
Authoring over 50 papers and three books, his research focuses on the location and composition of households and business. That work has been reported in such places as the Economist, the Atlantic, Rolling Stone, Vanity Fair, Wall Street Journal, the New York Times, the Washington Post, NPR, CNN, and Fox Business.
Michael is a retired infantry soldier with peacekeeping and combat service in the Middle East and Africa.
Gloria Sachdev
President and CEO of the Employers' Forum of Indiana
Gloria Sachdev serves as President, CEO, and Board Chair of the Employers’ Forum of Indiana. She also serves as Adjunct Associate Professor at Purdue College of Pharmacy. Forum initiatives focus on hospital price and quality transparency, value-based health benefit and payment strategies, and health policy. She serves as a member of the Board of Governors for the National Alliance of Healthcare Purchaser Coalitions and as Board Vice Chair for Hoosiers for Affordable Healthcare. Dr. Sachdev received her BS and Doctor of Pharmacy degrees from the University of Oklahoma and completed a primary residency at the VA in Madison, Wisconsin. Thereafter, she practiced in primary care physician offices managing patients with chronic diseases for 12 years, followed by consulting in the space of incorporating clinical pharmacists into team-based care for 6 years.
Donna Schaibley
Indiana State Representative
Donna Schaibley has served the people of District 24 as their State Representative since 2014. She currently is vice chairman of the Public Health Committee, and is a member of the Insurance Committee, the Statutory Committee on Ethics, the All Payer Claims Database Board, the Health Care Cost Oversight Task Force and the Interim Study Committee on Public Health, Behavioral Health and Human Services at the Indiana General Assembly. Donna has authored and sponsored numerous bills which she successfully helped enact into law. Her recent accomplishments include authoring or sponsoring legislation establishing the All Payer Claims Database in Indiana and HB 1004 from this session, which address issues driving the high cost of health care for Hoosiers. Donna was born and raised in Indiana. She graduated from Purdue University with a B.A in education and political science.Serving Indiana and Beyond
